Purpose of program

Sec. 5. The purpose of the program is to provide financial assistance to: (1) soil and water conservation districts; (2) land occupiers; and (3) conservation groups; to implement conservation practices to reduce nonpoint sources of water pollution through education, technical assistance, training, and cost sharing programs and to manage invasive plant species.
