Easements and rights-of-way

Sec. 18. (a) This section applies to real property: (1) for which the state has the custody, management, possession, or control; and (2) in which the state has a right, a title, or an interest.       (b) The state may, with the written approval of the governor, give, grant, and convey to any person: (1) easements; (2) rights-of-way; and (3) the right and privilege; to construct, erect, maintain, operate, and use any works or structures in connection with flood control or water resources on and in the real property.
