Sec. 14. The commission shall do the following: (1) Make surveys and investigations of the water resources of Indiana, giving consideration to the need for and appropriate sources of suitable water supplies for domestic, agricultural, municipal, industrial, power, transportation, recreation, stream pollution, health, and other beneficial purposes. (2) Make and formulate plans and recommendations for the further development, protection, and preservation of the water resources of Indiana for such purposes.
