Sec. 4. (a) As used in this chapter and subject to subsection (b), "owner" includes the following: (1) The owner of an interest in property. (2) A person in possession of property. (b) For a temporary dewatering well, "owner" means the person who authorized the construction that necessitated the installation of the dewatering well.
