Sec. 4. Upon receipt of an application, the department shall do the following: (1) Inspect the following: (A) The proposed shooting preserve. (B) The facilities for propagating the game birds or exotic mammals. (C) The cover. (D) The capability of the applicant to maintain such an operation.
