Sec. 12. (a) The monument shall serve as an international shrine and a continuing memorial to: (1) the principle of freedom for all peoples and nations; and (2) the promotion and defense of that principle in the preservation of democracy throughout the world. (b) The monument may include an appropriate structure to house cultural displays and exhibits or symbolic features of national and international significance designed to accomplish the objectives of this chapter.
