Permitting unlawful operation

Sec. 28. A person who is: (1) the owner of a boat; (2) in possession of a boat; or (3) entitled to the possession of a boat, whether by reason of legal title, lease, license, rental arrangement, lease with option to purchase, contract of conditional sale, or otherwise; may not authorize or knowingly permit a person to operate the boat upon public water in violation of this article.
