Sec. 2. A person that applies for a permit for a solid waste disposal facility or a solid waste processing facility, except for a transfer station, must demonstrate that there is a local or regional need in Indiana for the facility. [Pre-1996 Recodification Citation: 13-7-10-1.5(a) part.]
