Sec. 4. (a) The study required by section 3 of this chapter must be concluded before January 1, 1996. (b) At the conclusion of the study the commissioner shall prepare a report setting forth the results of the study. The commissioner shall: (1) present the report to: (A) the governor; and (B) the general assembly; and (2) make copies of the report available to the public.
