Sec. 13. "Alcoholic", for purposes of IC 12-23 , means an individual who chronically and habitually uses alcoholic beverages to the extent that the individual: (1) loses the power of self control with respect to the use of alcoholic beverages; and (2) becomes a menace to the public morals, health, safety, or welfare of the members of society in general.
