Appeals by applicants or licensees; court to which appeal taken; notice; bond

Sec. 1. A licensee or an applicant for a license aggrieved by an action of the secretary or the secretary's designee may appeal the action to the circuit or superior court in the county in which the institution in question is located or is proposed to be located by filing a notice and bond in the amount of two hundred dollars ($200) for the payment of costs in the office of the circuit court clerk of the county.
