Sec. 7. (a) This section does not limit or restrict the powers of another governmental authority having jurisdiction over public streets, roads, alleys, or ways. (b) The director or a superintendent may regulate the traffic of vehicles and pedestrians and parking of vehicles within real property owned, used, occupied, or controlled by the division. Rules applicable to traffic and parking may include the following: (1) Provisions governing the: (A) registration; (B) speed; (C) operation; (D) parking; or (E) times, places, and manner of use; of vehicles. (2) Provisions prescribing penalties for the violation of the rules, which may include any of the following: (A) Imposition of reasonable charges. (B) Removing and impounding at the expense of the violator vehicles that are operated or parked in violation of the rules. (C) Denial of permission to operate vehicles on the property of the division or the state institutions. (3) Provisions establishing reasonable charges and fees for any of the following: (A) Registration of vehicles. (B) Use of parking spaces or facilities owned or occupied by the division.
