Sec. 10. (a) The council shall annually elect a chairperson and vice chairperson from within its membership. (b) A member of the council who is a representative of the division may not serve as chairperson or vice chairperson of the council. (c) A chairperson and vice chairperson may be reelected for succeeding terms.
