Sec. 5. (a) An Indiana public safety agency that has one (1) or more qualified first responders may request from the department the provision of bleeding control kits or donations made to the donation pool for the purpose of purchasing bleeding control kits. The department shall prescribe the manner in which a public safety agency may request bleeding control kits or the receipt of donations made to the donation pool for the purpose of purchasing bleeding control kits under this section. (b) Upon receipt of a completed application under subsection (a), the department may issue the requested bleeding control kits or provide funds to purchase bleeding control kits to the public safety agency if the public safety agency: (1) demonstrates a need for the bleeding control kits; and (2) indicates that the public safety agency lacks funds necessary to purchase the bleeding control kits.
