Sec. 5. The department shall adopt rules under IC 4-22-2 for the provision of grants under this chapter. The rules adopted under this section must address the following: (1) Application procedures. (2) Eligibility criteria. (3) Selection procedures. (4) A consideration of the extent to which a qualified entity has used assistance available from other assistance programs before assistance may be provided to the qualified entity from the fund. (5) Department oversight and verification of use of funds received by qualified entities. (6) Other areas in which the department determines that rules are necessary to ensure the uniform administration of the grant program under this chapter.
