Sec. 8. (a) The governor may, at any time, consult with the council to assess a threat to critical infrastructure. (b) The governor may, at any time, and in consultation with the executive director of the department of homeland security appointed under IC 10-19-3-1 , designate a country as a threat to critical infrastructure.
