No penalties shall be imposed for violations of Section 14 if the employer or prospective employer: (1) acts in good faith reliance on guidance issued by the Illinois Department of Labor or the federal Department of Homeland Security; or (2) makes a bona fide administrative error that does not affect an employee or prospective employee's employment or pay. the Illinois Department of Labor or the federal Department of Homeland Security; or not affect an employee or prospective employee's employment or pay.
