Every person, who by himself, his agents or employees violates

Sec. 4. 

Every person, who by himself, his agents or employees violates
any of the provisions of this Act may for each offense be deemed guilty
of a business offense, and shall, upon conviction thereof, be punished by
a fine of not exceeding $100 nor less than $50 for the first offense; not
exceeding $200 nor less than $100 for the second offense; and not exceeding
$500 nor less than $200 for the third and each subsequent offense and all
costs for each and every offense.
