If the Secretary of State finds that an application or amended application for admission conforms to law and all requisite fees have been paid, he or she shall: (1) endorse on the application or the amended application the word "Filed" and the date of the filing thereof; (2) file in his or her office one duplicate original of the application or the amended application; and (3) return the other duplicate original of the application or the amended application to the person who filed it or to that person's representative.
