(a) Except as otherwise provided in subsection (b), the court may issue an order under this Act only after notice and opportunity for a hearing appropriate in the circumstances. (b) The court may issue an order under this Act: (1) without prior notice if the circumstances require issuance of an order before notice is given; (2) after notice and without a prior hearing if the circumstances require issuance of an order before a hearing is held; or (3) after notice and without a hearing if no interested party timely requests a hearing. (c) In connection with any sale of receivership property under Section 16 of this Act, notice shall be provided to: (1) the owner and all other persons having an interest in the property that would be affected by the sale; (2) with respect to any sale of real property, nonrecord claimants, unknown necessary parties, and unknown owners by publication in accordance with Sections 2-206 and 2-207 of the Code of Civil Procedure; and (3) such other persons as the court directs. issuance of an order before notice is given; circumstances require issuance of an order before a hearing is held; or interested party timely requests a hearing. interest in the property that would be affected by the sale; nonrecord claimants, unknown necessary parties, and unknown owners by publication in accordance with Sections 2-206 and 2-207 of the Code of Civil Procedure; and
