A proceeding to adjudicate parentage which was commenced before the effective date of this Act is governed by the law in effect at the time the proceeding was commenced, except that this Act applies to all pending actions and proceedings commenced before January 1, 2016 with respect to issues on which a judgment has not been entered. A proceeding to adjudicate parentage that was commenced before the effective date of this amendatory Act of the 104th General Assembly is governed by the law in effect at the time the proceeding was commenced.
