orney General shall: (1) investigate all claims and prepare and present an investigatory report and a draft award determination to the Court of Claims for a review period of 28 business days; (2) upon conclusion of the review by the Court of Claims, provide the applicant with a compensation determination letter; (3) prescribe and furnish all applications and other forms required to be filed in the office of the Attorney General by the terms of this Act; (4) represent the interests of the State of Illinois in any hearing before the Court of Claims; and (5) upon failure to comply with Section 4.2, the Attorney General's office shall have the power to issue subpoenas to compel the production of law enforcement reports maintained by law enforcement agencies.
