as the State's Attorneys Appellate Prosecutor's County Fund which is to be held in trust for this purpose. It shall be funded from contributions collected from the counties in the program, other than moneys received from the counties for the programs and publications authorized by Section 4.10 of this Act. The contributions shall be based on proportional shares as determined by the board based on the populations of the participating counties and their level of participation. This fund is to be used exclusively for the expenses of the Office.
