Exceptions for employees of government agencies.

Provided that the employee of a government agency has complied with the conditions set forth in Article II of this Act, it is not a violation of Section 3-1 if an employee of a government agency publishes
personal information, in good faith, on the website of the government agency in the
ordinary course of carrying out public functions.
