Illinois Code § 70 ILCS 855/1

The Forest Preserve District of DuPage County, Illinois,

having during 1986 adopted an annual appropriation ordinance within the time
required by law for the fiscal year beginning July 1, 1987, appropriating
such sums of money as required to defray all necessary expenses and
liabilities of the District for said fiscal year, and having passed an
annual tax levy ordinance and certified the same to the County Clerk of
DuPage County, Illinois, within the time required by law, such appropriation
ordinance and such tax levy ordinance, together with the taxes assessed,
levied and extended thereunder are hereby validated, ratified and declared
in full force and effect, notwithstanding that the appropriation ordinance
was not published within ten days after its passage and notwithstanding
that the tax levy ordinance was passed within ten days after publication of
the appropriation ordinance.
