Illinois Code § 70 ILCS 507/20

Filing; Issuance of certificate of incorporation.

The
Commission established under this Act shall file duplicate originals of its
initial intergovernmental agreement in the office of the Secretary of State of
the State of Illinois, on forms prescribed and furnished by the Secretary of
State. When all franchise taxes, fees, and charges have been paid, and
the Secretary of State finds that the statement is in conformity with the
provisions of this Act, he or she shall:

 
 
(1) endorse on each duplicate original the word 
 
"Filed", and the month, day, and year of the filing of the statement;

 
 
(2) file one of the duplicate originals in his or her 
 
office; and

 
 
(3) issue to each of the initial members of the 
 
Commission a duplicate of the certificate of incorporation with a duplicate original intergovernmental agreement affixed to the certificate.
