t their first meeting in May of each year shall elect one of their number as president, one of their number as vice-president and one of their number as secretary. The board may appoint an engineer who may be an individual, co-partnership or corporation, an attorney, an executive vice-president, a manager, a treasurer, and other engineers, attorneys, agents, clerks and assistants for the district who shall hold office during the pleasure of the board and who shall give such bond as the board may require. The board may prescribe the duties and fix the compensation of all the officers and employees of the district. A member of the board may not receive more than $6,000 per annum. At the Board's discretion, the Board may adjust the compensation amounts for inflation as determined by the Consumer Price Index for All Urban Consumers for all items published by the United States Department of Labor and rounded to the nearest $100. The Board members shall also be reimbursed for ordinary and necessary expenses incurred in performing the member's duties under this Act. The board may pass all necessary ordinances, rules and regulations.
