The Governor, by and with the advice and consent of the Senate, shall appoint the members of the Board and fill any and

all vacancies. If the Senate is in recess when such appointment is made, the Governor shall make a temporary appointment until the next meeting of the Senate. The terms of all of the members appointed by the Governor as of May 1, 2025, expire upon this amendatory Act of the 104th General Assembly taking effect, and each newly appointed member serves for 3-year terms. At the expiration of the term of any member, his successor shall be appointed by the Governor in like manner and with like regard to place of residence of the appointee.
