Order or certified copy.

An order or a certified copy of an
order, over the
seal of the Department and purporting to be signed by the Director, shall be
prima facie
proof that:

 
 
(1) the signature is the genuine signature of the 
 
Director; and

 
 
(2) the Director is duly appointed and qualified.

This proof may be rebutted.
