Act shall include the following: a. A definition of terms; b. The purpose of the program; c. The assessment rate or rates not to exceed the statutory authority; d. Procedures for collection of the assessment provided for by the program; e. The election procedure of members of the Milk Promotion Board, terms of office, compensation, if any, procedures for filling vacancies on the Milk Promotion Board, and other necessary provisions pertaining thereto; f. A provision that assessments authorized in a promotion program shall not be used for political or legislative activity or other preferential treatment of any person to the detriment of other persons in the promotion program; and g. The operating procedures of the program.
