Interconnected VoIP providers.

Sec. 60. 
Interconnected VoIP providers. 
Interconnected VoIP providers in Illinois shall be subject in a competitively neutral manner to the same provisions and requirements of this Act as are provided for telecommunications carriers, including, but not limited to, the imposition, collection, and remitting of surcharges. Interconnected VoIP services shall not be considered an intrastate telecommunications service for the purposes of this Act in a manner inconsistent with federal law or Federal Communications Commission regulation.
