Performance goals.

(a) Each battery stewardship plan must include performance goals that measure, on an annual basis, the achievements of the program, including:
 
 
(1) the collection rate for batteries in Illinois;
 
 
(2) the recycling efficiency rate of the program; and
 
 
(3) public awareness of the program.
 
(b) The performance goals established in each battery stewardship plan must include, but are not limited to:
 
 
(1) target collection rates for primary batteries and 
 
for rechargeable batteries;
 
 
(2) target recycling efficiency rates of at least 60% 
 
for rechargeable batteries and at least 70% for primary batteries; and
 
 
(3) goals for public awareness, convenience, and 
 
accessibility that meet or exceed the minimum requirements established in Section 40.
