(a) An owner or operator of an event facility that commits a violation of this Act is guilty of a business offense and shall be fined not less than $750 and not more than $1,500 for the first offense. An owner or operator of an event facility that commits a second or subsequent violation of this Act is guilty of a business offense and shall be fined not less than $1,500 and not more than $2,500 for each subsequent offense. (b) A State's Attorney or municipal attorney may prosecute under this Section an owner or operator of an event facility who violates this Act.
