The General Assembly declares that it is the public policy of the State to promote and encourage the use of electric vehicles as a means to improve air quality and reduce the risks from global warming in the State and to meet the requirements of the federal Clean Air Act. The General Assembly further declares that the State can play a leadership role in increasing usage of vehicles powered by electricity.
