As used in this Act: "Clearinghouse" means a central institution or agency for the collection, maintenance, and distribution of materials related to Down syndrome. "Department" means the Department of Public Health. "Down syndrome" means a chromosomal condition caused by an error in cell division that results in the presence of an extra whole or partial copy of chromosome 21. "First call program" means a volunteer group of individuals who make themselves available to parents of children newly diagnosed with Down syndrome. "Health care provider" means any physician, hospital facility, or other person that is licensed or otherwise authorized to deliver health care services.
