The Department shall have the power to promulgate rules to effectuate the policies of this Act and shall: (a) administer Project HELP. (b) assure that any individual who serves as a home caregiver receives adequate training prior to and during the employment period. (c) provide support services and monitoring to assure quality services are provided which promote long term, stable placements.
