Sec. 5A-18. 
Advance payment reporting. 
Notwithstanding any provision of State law to the contrary, the Department of Healthcare and Family Services shall provide notice to the Director of the Governor's Office of Management and Budget, or the Director's designee, prior to making, causing to be made, or agreeing to make, pursuant to the rules of the Department of Healthcare and Family Services, any advance payment to any hospital pursuant to this Article.
 
By July 31, 2025, the Department of Healthcare and Family Services shall provide to the Director of the Governor's Office of Management and Budget, or the Director's designee, a report of advance payments made to hospitals during State fiscal year 2025. By August 29, 2025, and by the last business day of each month thereafter, the Department of Healthcare and Family Services shall provide to the Director of the Governor's Office of Management and Budget, or the Director's designee, a report of advance payments made to hospitals during the preceding calendar month. Reports of advance payments shall identify the following:
 
 
(1) name of the hospital;
 
 
(2) date of the advance payment;
 
 
(3) advance payment amount requested;
 
 
(4) advance payment amount approved;
 
 
(5) basis for the advance payment request and basis 
 
of approval; and
 
 
(6) repayment date, if applicable.
