(a) Notwithstanding Sections 6 and 8 of this Act, no reimbursement by the State is required for the implementation of any mandate created by Section 4-7 of the Illinois Local Library Act or Section 30-55.60 of the Public Library District Act of 1991. (b) Notwithstanding Sections 6 and 8 of this Act, no reimbursement by the State is required for the implementation of any mandate created by Public Act 101-633 or 101-653.
