(Section scheduled to be repealed on June 30, 2029) Sec. 8a. Advance and progress payments. Any contract awarded to a business owned by a minority, woman, or person with a disability pursuant to this Act may contain a provision for advance or progress payments, or both, except that a State construction contract awarded to a minority-owned or women-owned business pursuant to this Act may contain a provision for progress payments but may not contain a provision for advance payments.
