Each chief procurement officer, in consultation with the agencies under his or her jurisdiction, possesses the rights to and is the authority responsible for publishing its volume of the
Illinois Procurement Bulletin.

 
Each volume of the Illinois Procurement Bulletin shall be available
electronically and may be available in print. References in this Code to the
publication and
distribution of the Illinois Procurement Bulletin include both its print and
electronic formats.
