of storage. All property shall be stored on a month to month basis unless otherwise provided in the receipt issued therefor. All rules and regulations made by an operator affecting or pertaining to storage shall be just and reasonable. No operator shall merge storage charges into transfer or other charges. Such operator shall render to the person or persons storing the property, a statement or bill listing storage charges separately, upon request.
