Order or certified copy; prima facie proof.

Sec. 26. 
Order or certified copy; prima facie proof. 
An order or a certified copy thereof, over the seal of the Department and purporting to be signed by the Secretary or Director, shall be prima facie proof that:
 
 
(a) the signature is the genuine signature of the 
 
Secretary or Director, respectively;
 
 
(b) the Secretary or Director, respectively, is duly 
 
appointed and qualified; and
 
 
(c) the Board and the members thereof are qualified 
 
to act.
