Sec. 19.5. 
Attendance of witnesses; contempt. 
Any circuit court, upon application of the Department
or licensee, may order the attendance and testimony of witnesses, and the production of relevant documents, papers, files, books,
and records in connection with any hearing or investigation. The court
may compel obedience to its order by proceedings for contempt.
