All fees and penalties collected under the provisions of this Act shall be deposited into the Aggregate Operations Regulatory Fund. All forfeitures collected under the provisions of this Act shall be deposited in the reclamation fund to be used for the purposes for which the penal bond was issued, that is, to assure that the mining company reclaims the land of the mining operation according to the permit it received.
