Substantial justice to be done; rehearing.

Sec. 160. 
Substantial justice to be done; rehearing. 
Whenever the Secretary
 is satisfied that substantial justice has not been done in the
revocation, suspension, or refusal to issue or renew a license, the Secretary 
may order a rehearing by the same or another hearing officer.
