(Section scheduled to be repealed on January 1, 2028) Sec. 130. Order or certified copy. An order or a certified copy of an order, over the seal of the Department and purporting to be signed by the Secretary, shall be prima facie proof that: (1) the signature is the genuine signature of the Secretary; (2) the Secretary is duly appointed and qualified; and (3) the Board and its members are qualified to act.
