Sec. 29. 
An order or a certified copy thereof, over the seal of the Department and purporting to be signed by the Director, shall be prima facie proof:
 
 
(a) That such signature is the signature of the 
 
Director;
 
 
(b) That the Director is duly appointed and 
 
qualified; and
 
 
(c) That the Board, and the members thereof, are 
 
qualified to act.
