Signature of the Secretary.

Sec. 15-35. 
Signature of the Secretary. 
An order of revocation or
suspension or a certified
copy of the order, bearing the seal of the Department
 and purporting to be signed by the Secretary, shall be prima
facie proof that:

 
 
(1) the signature is the genuine signature of the 
 
Secretary;

 
 
(2) the Secretary is duly appointed and qualified; 
 
and

 
 
(3) the Board and the members thereof are qualified.

This proof may be rebutted.
