Sec. 20.3. 
Required testimony. 
Any circuit court in the State of Illinois,
upon the application of the licensee, registrant, or of the Department, may, by order duly entered,
require
the attendance and testimony of witnesses and the production of relevant documents, books, files, records, and papers
before the Department at any hearing relative to a disciplinary
action and
the court may compel obedience to the order by proceedings for contempt.
