Prima facie proof.

Sec. 45-45. 
Prima facie proof. 
An order or a certified copy thereof, over the seal of the
Department and purporting to be signed by the Secretary, is
prima facie proof that:

 
 
(1) the signature is that of the Secretary; and 

 
 
(2) the Secretary is qualified to act.
